Agatha has some influence in Westview and is trying to manipulate events to force Wanda to reveal the source of her powers. That much is clear. She even manifested Pietro (Fietro) which surprised Wanda. This is where things get a little speculative...
Agatha can’t bring back real Pietro from the dead, and because he’s buried on another continent. But she can manifest Fietro out of whole cloth. Where did he come from?
In the Hydra lab, we see Wanda look into the Mind Stone and see the Scarlet Witch. She doesn’t die like the other test subjects. Similarly, Pietro looked into the Mind Stone and survived, emerging with super speed powers.
Something happened when they looked into the mind stone that gave them powers. This may be obvious to some but I’m still speculating here. It seems the mind stone may be a bridge to an alternate universe (i.e. the X-Men universe) where Pietro sees his alternate self and somehow absorbs his powers. Ditto Wanda. Ergo, MCU Wanda and Pietro don’t have powers of their own. MCU Wanda and Pietro didn’t get powers from the mind stone, in so much as the mind stone allowed them to tap into the powers of their alternate selfs. And the other volunteers who died, either didn’t have alternate selfs or their alternate selfs didn’t have powers, so they died.
Which brings me back around to Fietro and how is it that Agatha was able to manifest an alternate Quicksilver out of whole cloth. It’s because she pulled him out of Wanda’s subconscious which is already populated by an alternate Wanda.
