Yes, Wanda was already a witch before the Mind Stone. That's why it came out to greet her in that scene.

So, they're explaining how she's the most powerful Avenger because she's now a Mind Stone-juiced witch...and the first naturally powered Avenger in the MCU.

In addition, the canon now shows Agatha as the first MCU member with powers, at least among the ones still alive. I guess her mother technically was first, but...

This -could- set up the Mutants, or it's just the confirmation of magic in the MCU.
