That's where I land as well, but I want to make sure that people aren't inching ahead of my states on a technicality!

I think the criteria should really be 'have had a specific experience from that state'.
Eg if I crossed the border from DC to VA and went to straight to the nearest McDonalds, ate and returned to DC that shouldn't count.
But if I go to eat soft-shell crabs, that should count.
Walk over the Arlington Bridge to put my foot in VA and breathe the air shouldn't count. Walk around Arlington Cemetery - OK.
