It was #1 on both WM and WC, and is left off for being too easy.

The WatchMojo list was published two years ago. The WhatCulture list is from last year.

*Many of these answers aired less than a full season's worth of episodes.

Most of these answers are from after 2000. Most of the rest are from the 90s.
