That used to be true, but with enhanced pandemic incense I'm not sure if it's true anymore.

You get 1 spawn a minute from hour long incense during pandemic.
In normal times, it was 30 minute incense with a spawn every 5 minutes (so 6 spawns total, vs 60 spawns total during pandemic)
