The pack probably can't be disassembled into individual cells so it has to be disposed of as a unit. And an HTV wouldn't be considered garbage -- (edited)

Because it is powered and that power is used to deorbit it quickly.

The pack alone would simply be ballistic and once released no one would have control of it, so it's dangerous space junk that will need to be planned around until gravity pulls it into the atmosphere and it burns up.
