Basically they will use every procedural option at their disposal to shut things down. Think of MTG who every day moves for adjournment. In a 50/50

senate, if 1 democrat is out, they go home that day. Of course the answer to this is to demand that the republicans act in good faith in its use. Start with HR 1 as a test. If they negotiate in good faith a reasonable bill, I'd give them some rope. If they don't then their argument falls apart on its face.
