They see no profits in building out those lines. Businesses build their max profits, not for the betterment of all. So, Montana gets screwed.

Government needs to put their thumb on the scale to equalize opportunities when there isn’t business sense to do it yourself.
If you have a small town in Montana, it could cost millions to get the equipment there for a few thousand bucks a month in service. There’s no making that economical for AT&T but as evidenced in the last year, that town is at a disadvantage to places with high speed.
Business and government have different functions. Businesses protect their capital ... it’s not evil or bad planning to do so. But that leads to inequality that government should try to remedy, imo.
