To get the full current credit, you must owe that much in taxes.

What "full" is depends on the car, because the credit phases out as certain sales marks are met. Tesla has exhausted the credits for its cars. So has GM. Ford will start to see the credit sunset as the sell more Mach-Es, but it should have the full credit of $7,500 for at least a year.

I'm not sure that any of this is the same for the new proposed incentives.
