At the time of sale, you'll pay $60k. After that, whatever happens is between you and your governments.

You can negotiate with everyone but Tesla and argue that you won't be eligible for the credit and want a discount on the sale price. Don't expect to get much if anything, especially if demand is strong for the vehicles.
