Few states have opened eligibility to the under-18 crowd. So, most stats reflect adults.

That's a good thought. Under-18 population varies pretty dramatically by state. Those vacc pcts by state really should use adult population only.

That would be my guess, not having looked into the numbers. The 50% is of eligible adults, versus 30-ish% total population. -- nm
