I don't think it's just that they don't have it. I think they have little interest in it. Once there's a weapon their view is "shooting is justified

Note this also then trickles down to anytime they think it's even possible there's a weapon involved and then racial biases aim those disproportionately at black people. One thing I read some time ago suggested that it got worse when more ex-military joined who had seen combat. They're trained to react differently than we would want police to and they bring that attitude with them (and spread it). It's much more us vs. them than being part of a community. The job, no doubt, has risks. But that's what they signed up for, and they too often seem to react as if the existence of the risk is their get out of jail free card rather than part of the job.
