They go to great lengths to show how Sam, despite being an Avenger, can't even get a loan for him and his sister. Yet, somehow, he's able to convince the government to not only finally acknowledge who Isaiah Bradley is, and what they did to him, but make a wing for him in the Captain American musuem. They agreed to it despite the fact that doing so would make the government look horribly unethical.
