My take is that it was throwing shade at the banking system by showing that even the government can admit past mistakes
It's also a path that the government has already been down with the Tuskegee airmen so in a super cynical take, I think there are lawmakers that were like: at this point, we might as well go ahead and admit that we mistreated a few more black guys during the war
