Generally speaking, yes. For the phone OS, you're looking to do a backup/restore. The number goes with the SIM.

As for the old phone, factory reset it and pay attention to any special requirements such as disabling "Find My iPhone" in iOS which unlocks it from your iCloud account. I would guess Android/Google may have something similar.
