Being both philanthropists, they should dump both their fortunes into the foundation and live off a stipend.

I can't imagine a scenario where either one of them thinks "You know, I need a billion dollars in cash to buy something." It's not like anyone would even notice if they dropped a zero from their divorce settlement. "Oh no, now I can't buy Belgium 12 times over!"
