I have a very specific recruiting process

I pick three players to max out during the first recruiting week. These are studs that I expect others to also recruit.

I put the maximum recruiting points for those three players for the first three recruiting weeks. I do not spend any other points during those weeks and instead let them carry over.

Through recruiting week 3 you're mostly flying blind. The only way you know for sure if other teams are recruiting is if the player shows up on the Top 75 most recruited list.

After the third recruiting week you get to see a lot more information for players that you have spent any points on. At that time I look at my 3 maxes. I've never not had at least one tie with my maxes. I do look at the other teams I'm tied with and some times I will cut bait on one of my maxes to utilize points elsewhere.

Then before the first game of recruiting week four, I spread out and put 1 point on several safety net players. After game 1 they'll show up on my list and I can see if other players are going after them. I've built up Recruiting Points by saving them so I can put more points on more players to gain clear leads. If I didn't get good results from the players from game 1, I will find some more to use 1 point on before game 2.

It usually works out fairly well. I usually wind up with 3 ties and at least 3 players where I have clear leads. The ties are the players I wanted from the start and the leads are players that will be better than a walk on.
