If you re-watch that Season 7, they were setting it up for Vinick to win. Only John Spencer's death and NBC cancelling them switched the result

Vinick won the election episode, and they basically had to invent a silly emergency (I think the nuclear accident) to somehow give Santos an in. Which makes no sense really given people typically rally around their leadership in times of panic. (See the approval rates last year for nearly every Governor)
