I think that person is mistaking "selfishness" for "personal responsibility."

In my opinion, "personal responsibility" is holding oneself to known standards and expectations (whether we agree with them or not).
Like "I'm taking personal responsibility for turning my life around" or "I'm taking personal responsibility to protect others against a virus I could be carrying even though I'm vaccinated."
