No, that's not really how it played out. FO76 was really essentially built as an expansion of fo4 with minimal extra development work. It started as

Yes, it was a quicky cash grab. But at least they've supported it since.
If anything though I think the Microsoft buyout works in favor of getting a FO5 - as you say it's a valuable IP, MS won't want to just sit on that.
