I think we said it that way growing up in Northern NJ. "Quarter of [an hour before] 10 [o'clock]" My guess is the -- (edited)

quarTer To Ten repetitive tees may sound too harsh on the tongue. "of" is slightly easier to say. Need to get that dialects guy to do a video on it.
