There isn't a universal set of standards for car safety. There's different standards set by each country and what each

finds to be safe. In the US the windshield wiper needs to larger so it covers more of the windshield than what's require in Europe.
Their cars are better at absorbing a crash when a car hits a person while in the US the cars are safer if it rolls over.
There are difference with air bags and other things as well. Cars going both ways have to make changes to meet safety requirements and I'm not sure one is safer than the other. Volvo is European and is considered one of the safest cars.
