They did that because they opened up early and had lower rates than some other states(mostly because of consistent warm weather so more outdoor stuff)

and they argued that they had fewer deaths and compared themselves to California where they had strict protocols. Of course they're very selective in their statistics in that the death rate was significantly higher per capita though lower in absolute numbers, and we all know the skepticism of how accurate their numbers are to begin with.
