I usually start with local conference and then region to find guys where I have a geographic advantage.

Anything outside your 4 team region is considered "far away" and there I flip the recruit preference (looking for None or Poor instead of Good or Exc). I also tend to be pickier about who I include in my watchlist outside my region since the number of potential suitors goes way up.
Players will start accumulating stats now to accompany the scouting ratings. In some cases, these are a much better indicator or what the guy can do. You can start spending RP and scholarships right away or wait a few games for a larger sample. The end of the first recruiting week isn't until after the 3rd regular season game (but have your selections in before the 3rd game starts!) so the high schoolers will have 5 games worth of data by then.
