Local means your conference first, and your region second, and then the rest of the nation third. You have the strongest local advantage on players in your own conference.
Winning is self explanatory but uses only the current and -1 and -2 seasons to evaluate your strength here versus other teams. Getting into the NTT helps your rating here too. Recruits that don't favor winning programs do not favor losing programs, they are just neutral in that area when "deciding" between schools.
Impact (and Local) is the best attribute to focus on when your team is ranked lower than you want it to be. Any player can make an impact on a weaker team so focusing on those types is paramount to your build/rebuild. Combine it with local pref advantages and you can land a top class, just like Baron did in his first recruiting cycle.
