If you don't offer a scholarship by Week 1, you will likely be trailing anyone worth much. The bonus points drop each week.

you get 15 if you offer this week. 13 next 'week'.
If it's a guy you want, offer when you put in the Max 17 points for him for a total of 32. If you max all the way, you'll be at 151. Someone else will be at 151 if there's competition.
