Sounds just like SoCal :) Rarely rains in either one so who needs drainage :/ Fully flooded is one thing, it's those days when only

half of the slow lane is flooded and you hit that at normal speed.
OTOH, when those cross-street drainage dips are running and there's an oncoming small car about to hit it the same time you do ;-)
