Though I think that's more of an issue with UFC's heavyweight division (lack of depth, two belts) than with Lesner.

I think UFC 100 should help some. If he loses, he's no longer champ and should need another win or two before he challenges. Which should be enough fights to deserve a shot. If he beats Mir, it's an indication that he deserves the belt. Though the UFC's heavyweight division will still be lacking. That's probably another, though very secondary, reason that the next TUF is all heavyweights.
