Cyclist should definitely follow all the rules of the road. I stop at lights that I wouldn't stop at when I'm a pedestrian.

When I'm walking I cross whenever I see an opening. On my bike I stop at every light and wait for the other to turn red before going. I don't always wait for the green so I can get going ahead of the cars and they can see me.
