I agree with you but they tried to do that for Cruises leaving the US and look what happened, so thats a pipe dream. -- nm

It's a question of authority. The cruise ship thing related to a CDC order. An FAA or DHS order regarding flights could be different, in theory

Also, flights are only a few hours where cruises are days long -- nm
