Yeah, I run PHP locally all the time - and depending on the intent of the database, it could be a stepping stone to making it more widely accessible.

But, on the other hand, it's a bit heavy duty. You might be better off with whatever the current equivalent of VisualBasic is. Even VBA, if that's still a thing, might be able to generate UIs.
