I had to do that when I was getting my first passport, and yeah, NY was surprising easy on it.

I now have no idea where that copy of my birth certificate is but I *think* I can use my passport in place of it?
Responses:
Just like voter ID, it'll be a problem for those who aren't able to get access to their birth certificate for whatever reason.

I don't exactly remember what the ID requirements were but I believe I showed my state ID, social security card, birth certificate and a piece of mail, iirc. -- (edited)
