It kinda depends on earning vs redeeming rate when comparing chains

If chain A has rooms for 8,000 points and chain B for 20,000 points, on paper A seems better
But if chain B is giving 10 points per $ for spend there and chain A is giving 2 points per $ then chain B might be better.
If the earn rate is equal, then yeah just compare on point redemption amounts.
