It needs to be emphasized that the pcts are reductions in your risk compared to an unvaccinated clone of yourself.

Even at 64%, it's highly effective. Better than the flu vaccine most years.
You have to consider what your baseline risk is, and then reduce it by the figure cited. So if you were 1 in 100 before to contract it from an exposure, now you're 0.36 in 100 or about 1 in 278. Damn, that's sounds much impressive.
This was something I knew -- or should have known -- before but it didn't really hit me until a couple weeks ago exactly what those figures meant. 64% effective is not 36% chance you'll get it.
