I wouldn't get on a cruise ship to begin with. Even before covid, they were plague ships.

Pretty sure the window of symptoms showing up is still 4-14 days, so it's all up in the air anyway unless they've actually been at sea for two weeks with no additional cases.
Which lends much credence to your take, that it's a publicist spinning it - because that's all they can do in the fog of war.
