recall elections are hard to judge because they get more F that Guy people motivation, and they have both Recall Y/N and who else then?

that's how Schwartzenegger got elected, it was not a high turnout and he had name recognition (and Gov Gray Davis was kinda Gray anyway)
with more vote by mail, maybe the walk in ballot advantage gets minimized
