Driving while talking on a cell phone has been illegal here for some time (absent a hands free device) and yet I see people doing it all the time.

Frankly makes me nuts. You can bet that if there's a car that's driving slowly, below the speed limit, randomly braking, they're on the phone. I wish I could enforce the law on this.
