It seems weird at first, but I think it makes sense, at least insomuch as this is a recall vote, not a new election.

If it was a 'snap' election like some countries have, it would just be a single vote: Vote for who you want to be governor, with Newsom as an option among other options.
Since it's a recall, question one is whether he is recalled.
Question 2 is the 'snap' election *if* he is recalled.
