Oh and should Newsom get recalled, the new governor immediately has to run again in 2022.

Slightly different than last time, when Gray Davis was reelected in 2002 and recalled in 2003 so Arnold didn't have to run again until 2006.
Granted a year is still a lot of time to do a lot of damage, given that there's still, you know, a pandemic going on and it's very likely a Republican would lift any and all restrictions and mask mandates.
