so basically, the first point of failure in a large scale disaster response is the governor. In Katrina the LA governor failed.

If the governor manages to make the necessary emergency declarations and make the necessary requests to the federal government, then the federal government is the next point of failure.
All of that being said, I don't know what the status is right now because I haven't found the products (reports) FEMA puts out. I am pretty sure it's an email list but I haven't found the name of it yet.
