No we don’t. As 97 says that means we get to buy more and keep congresspeople happy.

Plus there’s a cost to move it all home and that doesn’t benefit anyone so it’s avoided like the plague.
Add to it the…unplanned nature of the withdrawal and it makes it more likely this stuff gets left behind so people can be brought out.
