There's some proposal about removing US people from the 'safe countries' list and possibly banning unvaccinated Americans and/or requiring tests -- (edited)

Exact detailed not yet known/agreed. And every country gets to set its own rules, the EU rules are recommendations, not requirements.
France had opened up to American before the EU did. Or at least France announced they were opening up before the EU did. Greece opened up before any of them.
