They just need to rank the conferences outright and do promotion and relegation. -- (edited)

16 teams at each level, split into two divisions. Bottom four teams in each division play in bowl games against the top four teams in the division below, with the spot in the higher division going to the winner. Top four teams in the top divisions play off for championship.
Will never happen, because $$$$
