O'Toole might very well be an entirely normal dude, but he's leading a party membership that's not willing to hear a message they need to hear, and they've gone reactionary. COVID has made things worse, with Bernier bleeding off the right, and OToole needing to pander to that side to not lose 10% to them instead of 5%.
