1) It takes longer without a veto-proof majority.
2) They want to be able to point out raising the debt ceiling was a bi-partisan move. So, the blame is on Republicans, too.

2 is never gonna happen. The fact that they still think it's gonna happen is crazypants. Raise it and move on.
