I'm not sure what you mean here. They can pass the debt ceiling raise through reconciliation, and bypass the filibuster.

They don't want to do that because of the reasons I've stated, and because they may not get to use reconciliation again for their $3.5 billion budget plan.

But one of these is way more important then the other. Raise the debt ceiling on their own, and figure out that the budget later.
