Because of procedural votes that need to happen prior to October 15th (which only happen without a veto-proof majority), the Dems need to start the process of raising the debt ceiling right now. Not the 30th or later, or they risk government shutdown.
They're delaying in hopes that 10 Republicans join in and vote for it, but it's not going to happen. They're gambling on the Republicans blinking, but the Dems know that if the Republicans don't blink, a shutdown of some sort will occur because the Dems delayed this vote.
