so yes Venom is in the Spiderverse...but he's not in the MCU (at the time when the 1st movie came out).
Because Kevin Feige of Marvel pictures had no control over the the other SOny Spider properties. So he said that all that stuff was the Sonyverse and yes Spider-man overlapped with the MCU clearly, but the others don't.
Now has that changed since then? Looks like....
