Blue Origin has other potential income streams such as carrying stuff into orbit as well as they have a rocket engine contract to replace the Russian engines that ULA currently uses for their heavy lift rockets.

Virgin Galactic and their technology has a single purpose which is sub-orbital tourism. They're not set up to do anything but take passengers sub-orbital
