So they buy $40 worth of fruits/vegetables, and get 8, $5 coupons that pays for $40 worth of fruits/vegetables the next time they shop.
Basically fruits and vegetables are 2 for 1. Incentives for eating healthy, which has a ripple effect on the quality of your life.
